Which area is the area into which modern London is expanding?

The main idea here is where London is growing outward. London’s outward expansion has been aimed toward the Thames Estuary, the lower stretch of the river where large redevelopment schemes—often referred to in planning as the Thames Gateway—intend to extend the metropolitan area into Essex and Kent. The other options are already within or outside London’s traditional boundaries: the Home Counties are the surrounding counties outside the city, the East End is a historic part of London, and the City is the central financial district within London. So the area London is expanding into is the Thames Estuary.
