Which group in Parliament is elected to debate and vote on legislation in the lower house?

The key idea is understanding the structure of Parliament. The lower house is the House of Commons, and its members are elected to represent constituencies. These elected MPs are the ones who debate and vote on legislation in that chamber. The other groups aren’t elected: the Lords (the upper house) are made up of appointed members, and “peers” refers to those Lords. Electors are voters who elect MPs, not a group inside Parliament. So the group elected to debate and vote in the lower house is the Members of Parliament.
